24th DEFENCE ACQUISITION MANAGEMENT COURSE (DAMC)

                                                             8 – 9 August 2024, Gulmohar Hall, India Habitat Centre, Lodhi Road, New Delhi

The Society of Indian Defence Manufacturers (SIDM) has been conducting its flagship Defence Acquisition Management Course (DAMC) for several years as part of its efforts to build capabilities and capacity within the Indian defence sector. Over the years, this course has benefited more than 1,700 industry representatives.


Continuing this initiative, the 24th edition of the DAMC is scheduled to be held on 8-9 August 2024 at Gulmohar Hall, India Habitat Centre, Lodhi Road, New Delhi.

 

The two-day certificate course will cover the following topics:

 

Day 1: 8 August 2024 (0915 – 1730 Hrs)

 

Defence Acquisition Procedure 2020: Module-I

·  Acquisition Organisation of MOD and Services

·  Structure of DAP, Planning Processes, Categories of Acquisition

·  Definitions: Indigenous Content & Indian Vendor

·  Acquisition Procedure for “Buy” and “Buy and Make” Categories

 

Other Defence Sector Policies & Procedures

·  Foreign Trade Policy & Procedures

·  Defence Industrial License {Defence Platforms and Equipment, Small Arms and Ammunitions} and Defence Exports

·  Industrial License {Small Arms and Ammunitions} under Arms Act and Arms Rules

 

Day 2: 9 August 2024 (0900 – 1730 Hrs)

 

Defence Acquisition Procedure 2020: Module-II

·  Acquisition Procedure for “Buy” and “Buy and Make” Categories {Eligibility Criteria, Salient Commercial Features, Standard Contract Clauses}

·  Acquisition Procedure for “Make” and “Innovation” Categories

·  Defence Acquisition Case Studies

·  Make Procedure and Schemes of Services (Army, Navy, and Air Force perspective)

 

Other Defence Sector Policies & Procedures

·  Defence Procurement Manual (DPM)

·  Government e Market (GeM)

 

The course will be conducted by recognized experts and serving officials from the Services, Ministry of Defence, Ministry of Home Affairs and DGFT.

 

Seats are limited, and admission to the course will be on a first-come, first-served basis.

 

Registration Fee (GST at 18% extra)

 

·  SIDM Members: INR 14,000/- per delegate

·  Non-Members: INR 17,500/- per delegate

 

MSMEs can avail a 10% discount, and Start-ups can avail a 15% discount on the participation fee by providing copies of their MSME or DPIIT registration certificates, respectively.

Invitation to participate in the SIDM Champion Awards 2024

The Defence sector in the country has gone through catalytic transformation in last five years to focus on “Make in India” and “Atmanirbhar Bharat” attracting Industry across spectrums to design and develop goods & equipment for National Security. The Indian Defence industry is concurrently also establishing “Brand India” in the global defence industry by direct exports of cost-efficient indigenous equipment and systems to deliver performance and frugality through innovation.


In 2023-24, defence production surpassed Rs. 1 lac crore with Exports touching Rs. 21000 cr. Much has been achieved across the value chain, but much more remains to be achieved to become ‘self-reliant’ in this strategic sector. There is need for all of us in the industry to contribute towards nurturing an environment that encourages R&D, rewards innovation, creates Indian IP ownership and promotes a robust and self-reliant defence industry.


The Society of Indian Defence Manufacturers instituted SIDM Champion Awards to recognise and applaud the contributions being made by the Indian industries towards realising our Hon’ble Prime Minister’s clarion call for an “Atmanirbhar Bharat” in defence.


 The objectives of instituting SIDM Champion Awards are: -

  • To encourage industries to invest in niche, indigenous technological capabilities in the areas of design, manufacturing, and testing through greenfield projects.
  • To encourage Indian industries to invest in technology and product innovations to address capability gaps of defence forces. To spur Indian industries to develop products for import substitution to sustain legacy capabilities of the Defence Forces and save foreign exchange, and in turn create capabilities to undertake indigenous development of future products.
  • To recognise and reward distinguished performance of member industries and promote them as role models in various categories.
  • To facilitate sharing of knowledge, best practices, and experience with membership. To inculcate the culture and spirit of innovation to make the sector globally competitive.

The past three editions of SIDM awards were subscribed to very enthusiastically. The Champions from all categories were felicitated with a Champion Award trophy by the Hon’ble Raksha Mantri ji.  A compendium of all entries was also released during the Awards Ceremony. 


I am inclined to share extracts from Hon’ble Raksha Mantri Ji’s message in his speech. It reads, “It is indeed a delight to see participation of industries in large numbers in the previous edition of SIDM Champion Awards. Such enthusiasm being displayed by the industries gives me confidence that we are on track for our coveted mission of self-reliance. SIDM Champions are kind of beacons to rest of the industry to take up the technological and manufacturing challenges to indigenously meet all present and future capability requirements of our Defence Services”.


SIDM is delighted to invite Registrations to its Fourth Edition- SIDM Champion Awards2024 with effect from 20th May 2024.


Today, the Awards are established as benchmark of excellence for the Defence Industry in four critical areas – Technology and Innovation, Investment in Greenfield/brown field projects for design & manufacturing, Import substitution and Exports.


The Awards Jury is chaired by Dr. A Sivathanu Pillai, Founder CEO & MD, BrahMos Aerospace, Former Hon’ Distinguished Professor, ISRO and Former Chief Controller (R&D), DRDO and a scientist manager par excellence; with five other eminent leaders from the Indian defence industry eco-system.
